Formal family forensic assessments play a crucial role in resolving family disputes, especially when the well-being of children is at the center. These assessments, conducted by trained professionals, are designed to provide insight into family dynamics, strengths, weaknesses, and critical decisions related to custody, access, and parenting. Whether through interviews, observations, testing, or consultations, these evaluations help identify the underlying issues and offer recommendations to the court to guide decisions that prioritize the child's best interests.

What is a PN7 Assessment?

A PN7 assessment, based on Practice Note 7, is a specialized intervention used in high-conflict family situations, particularly during a divorce or separation where children are involved. This type of assessment is called into action when:

  • The parents or family are at an impasse, unable to reach a resolution on their own,
  • Intervention from the court becomes necessary,
  • The court requires the expertise of a Parenting Expert to assist in the decision-making process.

In these cases, the court, always acting in the best interest of the child, appoints a Parenting Expert—often a psychologist—to conduct the PN7 assessment or intervention. This assessment aims to provide clarity and guidance on how to move forward in a way that best serves the needs of the children involved.

Why Is a PN7 Assessment Needed?

The primary purpose of a PN7 assessment is to enhance the health and functioning of the family unit by facilitating resolution between parents. The Parenting Expert involved in the assessment will gather information about the family's circumstances, conduct interviews with the parents and other significant individuals (such as teachers or extended family), and explore the child’s wishes and needs. This comprehensive process helps the expert offer valuable insights and recommendations to the court.

A PN7 assessment is typically required when parents are unable to come to a decision on their own, and the court needs expert input to make determinations related to custody, access, and parenting arrangements. There are two key types of PN7 assessments:

  • Evaluative: The expert assesses the family situation to help the court make informed decisions.
  • Therapeutic: The expert may also recommend or provide therapeutic interventions to support the family.

It’s important to note that the Parenting Expert does not provide an opinion on which parent is "better" or offer custody recommendations. Furthermore, if the expert conducts the evaluation, they will not provide therapy to the family members involved.

Types of PN7 Assessments

Depending on the situation, several types of PN7 assessments may be conducted. These include:

  • Triage Assessment: This initial evaluation assesses the family's needs and recommends the most appropriate intervention.
  • Voice of the Child: This assessment focuses on the child's needs and wishes, often involving interviews with the child and those around them, such as family members and teachers.
  • Parenting Psychological Assessment: Focuses on evaluating the parenting skills and abilities of one or both parents to assess their capacity to care for their children.
  • Child/Adolescent Psychological Assessment: Examines the psychological well-being of the child or adolescent, identifying any concerns or specific questions about their functioning.
  • Focused Assessment: This targets a specific concern or question, allowing for a deep dive into one aspect of the family’s situation.

Therapeutic Interventions in PN7 Assessments

As part of the PN7 process, therapeutic interventions may be recommended or required. These interventions may include:

  • Parent counseling (for one or both parents),
  • Child or children’s counseling,
  • Family counseling for parents and children together,
  • Parent-child reunification sessions, especially in cases of estrangement.

The PN7 Assessment Process

The process of a PN7 assessment is thorough and multifaceted, involving several steps to ensure a complete understanding of the family's circumstances. Depending on the type of assessment requested, the process may include:

  • Home visits to identify potential issues like child abuse, violence, or substance abuse,
  • Review of parenting techniques and practices,
  • Personality and parenting assessments for the parents,
  • Direct observations of parent-child interactions,
  • Reference checks and background history reviews of all family members,
  • A final report detailing key findings and recommendations for the welfare of the child or children involved.

Typically, PN7 assessments take between 10 to 20 hours to complete, depending on the complexity of the case and the court’s specific requirements. Once the evaluation is finished, a report is provided to the court, though parents will only receive a copy of the report if ordered by the court. In some cases, the children may also be permitted to read the report themselves or have it read to them, depending on their age and maturity level.
